The initiative, announced January 3, 2025, outlines strategic goals for 2025-2026 that encompass public services, transportation, and international trade.
Digital Payment Infrastructure Enhancement
The program designates Yuexiu and Nansha Districts as pioneering zones for central bank digital currency (CBDC) implementation. Initial phases include introducing digital yuan for partial salary payments to public officials and state-owned enterprise employee subsidies, with plans for citywide expansion. The transportation sector stands as a primary focus, with the digital currency being integrated into metro systems, taxis, and buses. Notably, the development of offline payment capabilities aims to ensure transaction continuity regardless of internet connectivity.
To enhance merchant adoption and security, the committee is developing a specialized monitoring platform for prepaid digital yuan transactions. This infrastructure will streamline payment processing while maintaining robust security standards for businesses across the city. The initiative extends to international commerce, with specific measures planned for Guangzhou Port's logistics and supply chain operations, reinforcing the city's position as a global trade hub.

As part of Project Garuda, Indonesian authorities have successfully tested essential functions using distributed ledger technology platforms Corda and Hyperledger Besu, evaluating over 55 scenarios for privacy, scalability, and system resilience.
The incorporation of smart contracts and compliance with ISO 20022 standards in Indonesia's testing phase demonstrates the growing sophistication of CBDC implementations globally.
